the second decree of the Astrakhan people and put to the STO the question of
bringing them to trial.

1 Ordzhonikidze, G.K. (member of the Caucasian Bureau of the Central Committee of the RCP and secretary of the Transcaucasian Regional Committee of the Party) informed Lenin by telegram on April 7 of the liquidation of the strike in Baku, which arose in connection with the reduction of the bread ration, and of the possibility of new strikes on the grounds of an extremely difficult food situation. On the back of the telegram, A. Khalatov, a member of the presidium of the People's Commissariat for Food, informed Lenin about the measures he had taken to supply Georgia and Armenia. In addition, on the same day, upon receiving a telegram from M. I. Frumkin, informing of the increased supply of Azerbaijan, A. Khalatov informed Lenin about this in a special note.
