...of state statistics requires special exertion of effort and systematic course of work both in the urgent processing of materials from the 1920 census available at the provincial statistical bureau, and in conducting surveys during the spring, summer, and autumn periods of sown areas, quantity and condition of livestock, productivity of industrial enterprises, nest, dynamic and budgetary surveys of farms. All assignments from the Central Statistical Administration to local organs must be precisely fulfilled within the established deadline according to a unified program. I again confirm the necessity of adopting measures ensuring the work of the provincial statistical bureau, in particular the provision of the bureau with labor force through the attraction of employees from other institutions in the order of labor conscription with broad application of piece-rate principles, provision of means of transport for expedition work, provision of premises, complete equipment, timely supply of monetary tokens and foodstuffs.
