In view of the non-receipt until now of an answer to both these
telegrams, I propose that you immediately submit explanations of
the cause of the delay and a response on the substance of the request, and I propose that the All-Russian Extraordinary Commission
investigate the causes of the delay and punish the guilty,
reporting their names and positions held to the Administration
of Affairs of the Council of Labor and Defense.

TELEGRAM TO CHAIRMEN OF PROVINCIAL EXECUTIVE COMMITTEES
KOPNYA PROVINCIAL STATISTICAL BUREAU

The economic construction of the Republic, the compilation of a unified
economic plan, and the correct and timely implementation
of the tax in kind require special effort and a systematic course of work from state statistics, both in terms of developing
as a matter of urgency the materials of the 1920 census available in the Provincial Statistical Bureau, and in terms of conducting surveys in the spring,
summer, and autumn periods of sown areas, the number and condition of livestock, the productivity of industrial
establishments, and nesting, dynamic, and budget surveys
of farms. All tasks assigned by the Central Statistical Administration to local bodies must be
precisely carried out within the established time frame according to a unified program.
I re-emphasize the need to take measures to ensure the work of the Provincial Statistical Bureau, in particular, ensuring that the bureau
has a workforce by attracting employees of other institutions in order of labor conscription
with wide application of piecework principles, providing means of transportation for
expeditionary work, providing premises, full equipment, and timely supply of cash and
food.

LETTER TO V. A. AVANESOV
June 5, 1921
Comrade Avanesov! I cannot be at the commission tomorrow. I ask
you, when everything is finished, just before it is submitted to the Presidium
of the All-Russian Central Executive Committee for approval (it is approved by it, isn’t it?), send
me the text so that I can definitely have the opportunity
to make my amendments before approval by the All-Russian Central Executive Committee (the instructions of the Council of Labor and Defense and the Council of People's Commissars—the regulation on the Provincial Economic Conference
and so on).
I also ask very much: to ensure in the Presidium of the All-Russian Central Executive Committee strict
punishment of the Provincial Executive Committees (no less than arrest for the head of ...**
and so on; no less than reprimand for the "Provincial Chairmen"). If less, file
a complaint with the Central Committee, I will support you.

To all People's Commissars or their deputies
Comrade Avanesov sent you yesterday a printed draft of the instructions of the Council of Labor and Defense and the Council of People's Commissars with questions for reports.
This draft will be finally approved by the All-Russian Central Executive Committee on
Thursday, June 29.
It is necessary that by
Wednesday, June 29, by 12 noon all amendments are delivered to Comrade Avanesov.
Each People's Commissar in their own People's Commissariat is responsible for the thoughtful consideration
and completeness of the questions on reports and for the correct
editing of the questions.
Amendments will not be accepted later.
