On May 7, a telegram was sent to you from the Administrative Department of the Council of Labour and Defence under No. 417, with the following content:
"Nizhny-Novgorod, to the Economic Conference. Telegraph whether the figure of 6,769,800 poods of peat for the projected output in 1921, as indicated in Protocol No. 9, is correct."

On June 24, 1921, the Council of Labour and Defence reviewed and approved the programme for radiotelephone construction for 1921.

On May 26, under No. 491, a reminder was sent to you.
In view of the failure to receive a reply to both of these telegrams to this day, I demand that you immediately submit an explanation of the reasons for the red tape and a substantive answer to the inquiry, and I instruct the All-Russian Extraordinary Commission to investigate the reasons for the red tape and to punish those responsible, reporting their names and the positions they hold to the Administrative Department of the Council of Labour and Defence.
