It turned out badly.

General impression of the “first reading”:
Page 1: “many” see a “clear” deviation...
(Why admit that there are “many” reproaches? Immediately a wrong tone and “move”... to
the benefit of the enemies).

“a general reorganisation of the People’s Commissariats, which is inevitably connected”...
(“Inevitably”? Very evitable, for no general reorganisation is taking place. And it turns out that the author refers the reader to that “general” which does not exist.)

singling out the main thing, concentration in large enterprises, etc. ...

“however it is worth pondering to see that piecemeal is impossible”... “piecemeal approach”.
(Unconvincing. Only piecemeal is possible.

Everyone is so fed up with tasks that we had better keep quiet about them. Everyone has a host of tasks.

General, universal, all-embracing tasks which will obviously not be fulfilled.

It turned out badly or didn’t turn out at all. Better to keep silent in print for the time being. And for the report to the STO,
set out clearly something actually achieved, even if 3-4 examples, small,
but precise, factual, achieved, and not tasks, concretely carried out, and
not general and presumed.

Here, roughly, is how, in my opinion, the material for the report to the STO should have been structured.

The general and consolidated plan will apparently not be ready before the autumn of 1921, and it cannot be given before the approximate ascertaining of the harvest.

Let it be so. (But the harvest is one thing, and the quantity of the tax realised and the grain received is another. You will learn this quantity in 1922, post factum.)
This means that one must proceed all the same from conditional minima.

Partial plans have been made (fuel?); are half made (NKPS?). Here, it seems, one can give something factual.

One quarter made? number of mouths to feed? (this is a matter for the CSU, not Gosplan. Everyone will shift their work onto Gosplan. It must not allow this).

And yet the main thing remains: immediately, at once, “piecemeal” to eliminate what is clearly irrational, clearly contradicting the plan of state economy.
(close down such and such establishments in such and such branch...
railways to close down, half-close such and such...
fuel branches to build such and such...
that forest area which, according to Ramzin, will yield more than any Algemba, name and give
a plan: to fell it in such and such a way, haul it in such and such a way...

Out of 1000 good factories to start up 10 by such and such a date, 50 by such and such, etc., up
to 100 or up to 200).
