NOTES ON THE WORK PLAN OF THE CENTRAL COMMITTEE OF THE RCP(b)
The Primary Task of the May All-Russia Conference
1) To Foster Closer Ties Between Party Organizations and Non-Party Masses.
2) To Engage Non-Party Workers More Broadly and Systematically in Party Work.
3) To Reorganize the RAKri in the Direction of Combating Bureaucracy and Red Tape, Improving the Conditions of Workers and Peasants, and Enlisting Non-Party Members in Soviet Work.
On All These Issues, the Conference Should Not Only Gather and Analyze the Full Body of Practical Experience but Also Formulate Concrete Proposals for the Central Committee. Reports to the Plenum
(a) 2–3 Reports on the Work of the Central Committee and of the Party as It Stands Today (in Fact?)—also on the Plan to Restructure the Party in Light of Its New Tasks.
