The decision of the C.C. concerning responsible traveling workers is a decision of the Plenum of the C.C. Consequently, indisputably, (I, personally, am fully in agreement with it). It seems to me that you personally must absolutely make trips. 1) The C.C. apparatus must be strengthened and brought closer to the localities. 2) Your assistants should replace you in the province. We must advance the young cadres. [3)] You will be able (and will have to) personally travel more frequently to Ivanovo-Voznesensk province and verify, help, in agreement with the Orgburo advance candidates, and so forth. 4) There is no need to be a theoretician. It is sufficient to be a party member. You are an economic administrator. And we precisely [need] economic administrators (from the Central Committee) to tighten up the localities, verify, and instruct them.

*This letter is a response by G. K. Korolev to an inquiry about the advisability of his recall from Ivanovo-Voznesensk for work in the apparatus of the Central Committee. Korolev was appointed responsible instructor of the C.C. for the first district (Ivanovo-Voznesensk, Nizhny Novgorod, Vladimir, and Kostroma provinces).
