NOTES ON THE TELEGRAM FROM V. V. FOMIN OF 28 MAY 1921

According to the data of the People's Commissariat of Food (Narkomprod), 560,000 puds arrived by barges in Novonikolaevsk on the Ob River up to May 18, 120,000 puds on the Irtysh to Omsk, and 100,000 puds are approaching.  
From 2/2/V, 200 wagons will be dispatched daily.  
The quota for 3,000,000 puds for May will be fulfilled by June 7.  
...The delay in opening navigation on the Ob River, according to the representative of the People's Commissariat of Railways (NKP), will postpone the fulfillment of the 3,000,000 puds quota until June 13-15. The upcoming transportation by rolling stock is assured.

There is an idea, expressed by the wishes of individual peasants, to insure their buildings against fire with grain and other agricultural products, under the condition that the spring insurance be paid later with these products. Considering the necessity to increase the fund, I request that this idea be analyzed, and if possible, a corresponding law be issued. The food commissioner of Vesegonsk, Vakhonin.

I consider your decision to entrust Narkomprod with setting up a special store (warehouse) for the sale of products (and other goods) to foreigners and Comintern visitors to be entirely correct. I propose to push it through STO and expedite it with all efforts. The store must be strictly commercial with single-person management. Only incoming foreigners with special personal certificates can buy from the store using personal withdrawal books. I entrust Smolyaninov with special oversight of this matter.

Comrade Smolyaninov informed me that a delegation of workers and peasants from Stavropol Province has delivered a wagon of food to Moscow as a gift for the starving workers.  
I request, first, the possibility of accepting this wagon more quickly, without any red tape; second, to direct it to the most needy Moscow workers, with the mandatory notification that this is a gift from the workers and peasants of Stavropol; third, to take measures to ensure that the delegation is taken care of in terms of their accommodation and to express the gratitude of the Moscow City Soviet, and finally, to provide them with literature and the opportunity to visit the institutions of interest in Moscow.  
Please report to me immediately and accurately on the execution.

Note: This note was made on a memorandum from L. A. Fotieva regarding the transfer, by order of the Chief Commander S. Kamenev, of eleven thousand Red Army soldiers to the Moscow Province for garrison duty.  
Before Lenin, on the disputed issue, spoke: A. N. Rykov, E. M. Sklyansky, N. P. Brukhanov, B. B. Fomin, and N. Osipenko in favor of suspending the order of the Chief Commander until the question is resolved by the Revolutionary Military Council of the Republic (RVSR); B. A. Avanesov and N. I. Muralov supported the order of the Chief Commander.  
8 Note made by Lenin on the telegram from the chairman of the district food council of Kustanai, Orlov, who reported that the loading of one hundred wagons of grain by the combat order of STO was completed ahead of schedule.  
8 Resolution written on the telegram from the authorized representative of STO and the regional food commissioner of Omsk, N. K. Kaganovich, in which he wrote about the impossibility of fulfilling the requisition after the publication of the "Appeal of the VTsIK," where in bold type it was printed: "Requisitions are abolished"; after all the articles published on this topic, it is impossible to continue the implementation of the requisition. The mood of the absolute necessity of handing over products, created by three years of relentless work, has now collapsed; no orders and measures can quickly create a favorable atmosphere for procurement. Obviously, as difficult as it may be, we will have to accept a temporary delay even in procurement, calmly and quickly adopt a firm course, give the localities along the Soviet and party lines precise and exhaustive instructions so that the policy of the party and the food organs is one, otherwise there will be a discrepancy, completely undermining the ground.

6 L. B. Kamenev insisted on expanding the right of travel for Moscow and Moscow Province workers on vacation to some provinces of Ukraine and Kuban. On July 7, when discussing the issue related to the food situation in Moscow, the Central Committee adopted a resolution to deny the Moscow organizations the right to priority exchange of bread in Ukraine.

On the back of the same sheet of paper, A. Khaltov and A. Smirnov informed Lenin that de-reservation of several provinces of Ukraine for Moscow and Petrograd could be considered as an extreme measure to keep the Caucasus and Siberia "untouched." It was also reported that there was no unanimous decision in the collegium of Narkomprod on this issue.  
6 Note made on the telegram of June 14 from a member of the Revolutionary Military Council of the Caucasian Army, Eliava, who informed Lenin of the cessation of grain deliveries from the North Caucasus, which caused disruptions in the issuance of the Red Army rations.

The note was written by Lenin in connection with the receipt of a telegram from the chairman of the Yaroslavl provincial executive committee on July 14 about thefts of food cargoes on the Volga during loading and unloading. To prevent theft, it was proposed to establish a registry of weight, count of loaded units, and sealing of containers.

9 Note made by Lenin on the letter from the People's Commissar of Foreign Affairs, G. V. Chicherin, in which he insisted on maintaining the increased rations for the staff of the People's Commissariat of Foreign Affairs (Narkomindel), which were abolished by the commission on workers' supply.  
G. V. Chicherin justified the need for increased supply due to the exceptional intensity of the work of the apparatus of the People's Commissariat of Foreign Affairs.
