By telegram No. 157 of April 22, I requested three hundred loaders; by direct line note, we requested one thousand six hundred loaders. Thirty thousand loaders were never demanded. I request a most rigorous investigation into who is deliberately providing incorrect information. I fully support the STO decree to send ten thousand Red Army soldiers to Astrakhan: they will replace the workers whom we are obliged to release after the fishing season ends. The Red Army soldiers must be sent gradually according to our instructions, and I request that Belyavsky be so directed. To replace the workers being released on June 25, Oblastryba requires for work at the fisheries in gathering goods six thousand men for three months, the technical-construction department two thousand men, and other departments 2,725, making a total of ten thousand seven hundred twenty-five men, in addition to the one thousand six hundred loaders requested by direct line note.
