According to a personal report from Balabolkin, a member of the Semipalatinsk gubernial sowing committee, the Semipalatinsk gubernial prodcom has reserved up to 20,000 stacks of unthreshed grain in the Aulsky district. Re-examine the issue, considering all aspects: if threshing the grain is impossible without giving part of it to the peasants as a loan or payment for threshing, and if this loan will be used for sowing and the threshing of the remaining food grain is guaranteed, I permit a partial deviation from my order No. 410*, by transferring part of the grain, not more than 300,000 poods, for seeds under the specified conditions, while primarily taking into account the catastrophic food situation in the workers' centers and capitals. On the measures taken based on this, immediately telegraph me, copy to the People's Commissariat of Food.
