All Ukrainian comrades are most insistently demanding the intensification of the struggle against bagmen smuggling grain into Ukraine, which threatens to destroy the grain procurement operation that has been begun and is already yielding good results for the starving centers of the Republic. I request that intensified attention be directed to this matter and that I be informed whether emergency measures are being taken, what exactly these measures are, and what results they have produced.
