1The Russian government tried to obtain the concession of copper mines on the Chorokh River. When the Politburo of the Central Committee of the RCP(b) on October 3, 1921, considered the issue of granting the Turkish government a loan of 20 million rubles in gold, it was decided: "Recognize the need to issue to the Turks 5 million rubles in gold, to instruct T. Chicherin to issue first 1 100 million rubles in gold. Chicherin to issue first 1 100 000 rubles in gold, however, only after the signing of the agreement on the concession of copper mines on the Chorokh River" (RCCHIDNI, f. 17, op. 3, d. 210, l. 2). The Politburo at a meeting on November 8 agreed with the proposal of G.V.Chicherin to give the Turkish government 1 100 000 rubles in gold (see: ibid., d. 227, fol. 4), but the agreement on the concession of copper mines was not concluded.
