Regarding the "matter," the following was decided in the Political Bureau: Bogdanov and Tsyperovich are responsible.

1 This refers to the decision of the Politburo of the Central Committee of the RCP(b), adopted on May 26, 1921, concerning negotiations with German industrialists. The task of drafting a negotiation plan was assigned to a commission consisting of P. A. Bogdanov—Chairman of the Supreme Council of the National Economy—and G. V. Tsyperovich. The Politburo decision stated: "Comrade Bogdanov, in case of extreme necessity, is permitted to replace himself with another responsible comrade, in agreement with Lenin. The commission is to provide brief written reports on progress to the Politburo every week."  

G. V. Tsyperovich—Joined the Party in 1919. From 1921 to 1929, he held responsible economic positions in the Council of the National Economy, in the People’s Commissariat for Foreign Trade, and in the Leningrad Regional Planning Commission.
