Comrade Osinsky*.

You are appointed chairman of the commission on the Instruction. Have you received the resolution of S.T.O.?

I am sending the Instruction (draft) at 4 o'clock. I wrote it hurriedly, I am tired, much requires corrections and additions.

I request that you review it in the Commission and submit it to typesetting (I have agreed with the Cheka printing house: they will take it quickly as a sheet). The sheet as a draft, distribute at the congresses of the S.N.H. and Trade Unions. Let them discuss it in sections and elect Commissions.

After discussion with them we will submit (on Wednesday or Friday) to S.T.O. and [approve it].

As soon as it is submitted to the Cheka printing house, agree with Fotiyeva, she will call and coordinate with Beleнsky.

P.S. Each question will have to be sent for review to the corresponding Narkomat.

You should have been sent the draft "instruction of S.T.O."

Think it over yourselves (and the presidium — and you must acquaint all members of the State Plan) from 2 points of view:

a) are there questions in your "department": electrification and local] bodies of the State Plan. Here detailed analysis and study by all of you is necessary, in order to clarify and supplement (respectively* change) the list of detailed questions.

b) the rest not within the State Plan's competence, but much, in essence, concerns the State Plan. Your opinion would be desirable (not obligatory). Lenin.

P.S. Do you not think that in order to study uezd reports and all economic] reports in general, it will be necessary to set apart a group of members of the State Plan? Or distribute several reports to each member of the State Plan, obliging them to read and study them?

By the way: study of current economic plans (1921) must necessarily be individualized. Each member of the State Plan is responsible for such-and-such an aspect or part of this work.

And conversely: for each aspect or part of economic work of 1921, from the point of view of the current plan, is responsible, in the sense of study, by name.

All Narkomats must have the distributed and sent in printed form the draft Instruction of S.T.O., signed by Lenin and by the chairman of the Commission of S.T.O. Comrade Obolenskii (Osinsky).

This draft is being submitted to the session of the All-Russian Central Executive Committee, which opens on 30.V. 1921, at 1 o'clock in the afternoon.

All Narkomats are obliged:

1) by Monday, 30.V. 1921, by 2 o'clock in the afternoon to prepare written amendments and additions to the instruction on all points, questions, sub-questions, directly or indirectly concerning the respective Narkomat;

2) by the same deadline to prepare an initial draft of questions (for the report) and sub-questions (that is, a more detailed list of particular questions for the report) for all narkomats without exception, each narkom for his own Narkomat.

This is obligatory, because the All-Russian Central Executive Committee will approve a general instruction, which will consist of 2 parts: a) Instruction of S.T.O. with reporting of economic narkomats; b) Instruction of the Council of People's Commissars with the establishment of reporting of all narkomats without exception, not only economic ones, but also non-economic ones.

The latter reports will comprise the last, additional "fifth group of questions." For each narkomat there must be compiled the most important questions for the report on the model of questions No. 1 — No. 27, contained in the draft instruction of S.T.O.

Reports will be printed in a quantity of about 1,000 copies by each gubernia executive committee and each uezd executive committee (the technical possibility of printing, not less than 1 printed] sheet per month by each uezd, has been clarified by me in correspondence with Glavbum). The time period for printing and submission of reports is envisaged from 6 to 4 times per year. The final decision on this time period will be made, simultaneously with the approval of the entire instruction, by the Session of the All-Russian Central Executive Committee*.
