2) Get in touch with Belenky.
3) Send the enclosed --|-resolution of the STO to Osinsky, someone
4) At 4 o'clock send him 1 copy] of the draft instruction.
5) Send out 1 copy each to the members of the STO Commission, both the resolution and the draft instruction.
6) Send me 1 (if there are any left, then 2) copies.

Comrade Osinsky*.
You have been appointed chairman of the commission on the Instruction. Did you receive the STO resolution?
I am sending the Instruction (draft) at 4 o'clock. I wrote it in haste, tired,
much requires corrections and additions.
I request that you review it once in the Commission and hand it over for typesetting (I arranged with the Cheka printing house: they will typeset it quickly in a sheet). Distribute the sheet, as a draft, at the congresses of the VSNKh and Trade Unions. Let them
discuss it in sections and elect a Commission.
After discussion with them, we will introduce it (on Wednesday or Friday) to
the STO and "\approve".
As for handing it over to the Cheka printing house, get in touch with Fotieva, she
will call Vsclensky in advance.
P.S. Each question will have to be sent for review to the responsible Narodny Komissariat.
