I propose to carry through the Politbureau what part of it has already been discussed1:

"On a secret instruction, known to Stalin, Zinoviev, Lenin and Chicherin, to authorize tovarischie Bogdanov, member of the Presidium of the Supreme Soviet of National Economy, and t. Sudakov - to conduct all negotiations, organize the case and be responsible to the TseKa for its precise, accurate and conspiratorial conduct.

Reports must be given archiconspiratorially, without mentioning names, countries, or goals, to the above-named members of the Central Committee".

Collect the signatures of you, Zinoviev, Stalin and Kamenev on the same piece of paper. This is in lieu of the minutes.

1Referring to the negotiations with a representative of a group of German industrial circles O.Neumann on the restoration of the military industry in Petrograd. After sending the published note to V.M.Molotov, Lenin wrote a letter to G.V.Chicherin, in which he detailed his plans on this issue (see: Lenin's Collection XXXIX, pp. 288-289). On May 20 Chicherin reported to Lenin: "In substance my interlocutor has made some important remarks, which I shall pass on to you orally, and also concerning the degree of fulfillment. As a matter of principle he understands the tremendous importance of this for them, will energetically promote it, but says that propaganda will still be needed there. Concretization still requires careful study, and for this we need different specialists; he sets himself this goal" (RCCHIDNI, f. 5, op. 1, d. 2027, l. 16). On May 25 Chicherin proposed to officially appoint two persons to be entrusted with the further conduct of the case. May 26 Politburo of the Central Committee of the RCP(b) discussed the issue and adopted a resolution (see doc. 299). On the same day Lenin informed Chicherin of the resolution (see: Lenin's Collection XXXIX, p. 291).
