The largest items of the import plan are the following...
1 Departmental applications for import in 1921 greatly exceeded
the import plan of the Council of People's Commissars. In this connection, the Council of Labor and Defense on May 20
and the Council of People's Commissars on May 24, 1921, discussed the issue "On the Import Plan." On May 24,
the Council of People's Commissars instructed a commission consisting of Lenin, P. Voikov and A. Alsky
1) to find out which enterprises' applications can be satisfied, 2) to draw up a draft resolution on the basis of this examination and to conduct it
by poll. Lenin's calculations on the certificate on the draft import plan reflect

в Voikov P. L. — in 1921 was a member of the presidium of the People's Commissariat
of Foreign Trade. In 1921 — 1927 — plenipotentiary representative
in Poland. In 1927, he was killed by a White Guard in Warsaw.
