Comrade Molotov!

I propose that the Organizational Bureau adopt the following measures:

First, Zinoviev is to be instructed not to admit guests—or indeed anyone—into his apartment; he is to receive visitors only in an official capacity; he is to work no more than four hours per day in his official duties; and he is to travel punctually to his dacha, as well as to St. Petersburg and Moscow.

The Petrograd Committee* and the Comintern are to be informed of these directives, and all responsible workers are to be required to sign a solemn undertaking to comply strictly with them.

A single, comprehensive acknowledgment (to be drawn up on a large sheet) is to be submitted to the Central Committee.

In both St. Petersburg and Moscow, one designated official is to be appointed to oversee Zinoviev’s compliance with these measures.

Petrograd is to establish, for each of its responsible workers, one recreational retreat—either in Estonia or in Finland—capable of accommodating roughly 20–30 individuals at a time: half the occupants to be workers, the other half to be Soviet officials. Moreover, those who are ill are to be required to take weekly—and even daily—periods of restorative recuperation.
