No supply of agricultural machines and implements is permissible without the establishment of genuine control by the People's Commissariat of the Food Supply over the receipt by the state of [foodstuffs and] agricultural products in exchange for these machines and implements.

Methods of control [should] be established by special instruction in agreement between the People's Commissariat of Agriculture and the People's Commissariat of Food Supply.

Instruct the People's Commissariat of Agriculture and the People's Commissariat of Food Supply to consider and submit a draft of the simplest and most economical method of delivering machines to consumers*.

1 On April 19, on the report of Osinsky, the Council of People's Commissars created a commission for the elaboration of a resolution on the order of distribution of agricultural machines, implements, and accessories to them.

At the session of the Council of People's Commissars on April 26, the draft worked out by the commission was transferred for reworking to the Small Council of People's Commissars so that the department of legislative proposals would harmonize the given draft with all existing legislative provisions.

Point 5 of the resolution was formulated by Lenin and accepted as the basis at the same session. Finally, the resolution on the distribution of agricultural machines was adopted by the Council of People's Commissars on May 17, 1921.
