Dear Comrade!

In "Izvestia" of May 14, under the heading "A Flock of Yellows", a conversation was published with Volodymyr Melnichansky, who reports, among other things, that he passed through Stettin1. The Collegium of the NKID requests that appropriate measures be taken, since under such conditions it is absolutely impossible to organize conspiratorial trips.

In my opinion, the TseK Secretariat should appoint an investigation (who is to blame?) and the guilty should be punished through the Orgburo2.

1The newspaper "Izvestiya VTsIK" № 103 for May 14, 1921 published a conversation between journalist S. Uritsky and G.N. Melnichansky under the title "The pack of yellow. (Conversation with Comrade Melnichansky)" about his trip to the international congress of transport workers in Geneva. G.V.Chicherin draws the attention of V.M.Molotov to the following words: "In Germany, when passing the city of Shtettin, Comrade Melnichansky. Shtettin, Comrade Melnichansky observed the suspended life in the harbor, due to the strikes of sailors".

2The case of G.N.Melnichansky was considered in the disciplinary party court and on September 5, 1921 in the Orgburo of the Central Committee of the RCP(b); Melnichansky's explanations were found unsatisfactory.
