**Telegram from Deputy Chairman of the Revolutionary Military Council of the Republic, Comrade Sklyansky No. 20064 on the adoption of all decisive measures and mobilization of all forces for the fulfillment of seed potato quotas, I propose to accept for unwavering guidance and execution the following:**

1. Work on transportation, loading, and dispatch of seed potatoes designated for outside-gubernia purposes within Smol gubernia is declared to be of military importance. 2. Under the direct guidance of the member of the Revolutionary Military Council of the Western Front, the Provisioning Commissariat of the Front, and the gubernia food commissar, immediately form a commission charged with supervising the implementation of the aforementioned orders of the Chairman of the Council of Labor and Defense concerning the fulfillment of export quotas. 3. Provide all available motor transport for the delivery of seed potatoes to stations. 4. Adopt measures to fully supply motor transport with fuel mixture. 5. Assign a sufficient quantity of Red Army soldiers and active workers for carrying out the tasks of seed potato shipment. 6. Until receipt of currency designations from the Center, the field treasury shall advance the necessary sum in mutual arrangement, simultaneously sending a courier to the Center for currency designations. 7. Upon formation of the commission, report all adopted measures via direct wire to the Council of Labor and Defense, copy to the Central Transport Administration. The security of our potato supply, which is of enormous political and economic significance, depends upon the success with which you fulfill the Center's directives.

But we ought to support them and help them.

I ask you to write to me about what you managed to do to help them.

Esteemed Comrade Reichenbach!

Just now, on the 16th of May, at 1½ o'clock, I received and read your letter. I am profoundly sorry that I have absolutely found no time to speak with you. Unfortunately, in recent weeks I have been so exhausted that I could scarcely promise meetings to anyone and was forced to postpone urgent work, even the reading of the most important German documents.

Please forgive me: I am even now in such a position that I am absolutely unable to firmly promise a meeting in the nearest days. If it is absolutely necessary—why not make brief proposals in writing?

I ask your forgiveness once again.

Immediately assign the most responsible comrade for the following:

1) To investigate why the order of the Council of Labor and Defense of May 6 has still not been carried out in the Chief Textile Administration and the People's Commissariat of Food—the order for immediate dispatch of manufactured goods to Ukraine for commodity exchange—despite the resolution of the Commission and the completion of all formalities with the issuance of orders and so forth.

2) Thoroughly establish who is responsible for the absence of containers at the former Prokhorov factory for packing the manufactured goods being shipped and for the failure to adopt appropriate measures for their manufacture.

3) Specially monitor the dispatch of manufactured goods from the Prokhorov factory to Ukraine.

4) Upon clarification of all circumstances, bring the responsible persons to account.

5) Report the results within 24 hours to the assistant manager of the affairs of the Council of Labor and Defense, Comrade Smolyaninov, for report to me.
