To prohibit unconditionally all illegal work and activities both for ambassadors and responsible officials of Soviet missions abroad, as well as for couriers and any other employees.

1 At a meeting of the Political Bureau of the Central Committee of the RCP(b) on May 4, 1921, the questions of the relationship between the People's Commissariat for Foreign Affairs and diplomatic couriers and the order of the internal organization of the People's Commissariat of Foreign Affairs were discussed; it was decided: "The transportation of illegal literature by diplomatic couriers should be prohibited without the permission of t. Gorbunov" and "The parcel of illegal literature by diplomatic couriers should be prohibited without the permission of the People's Commissariat for Foreign Affairs. Gorbunov" and "The sending of couriers between foreign missions shall be done exclusively through the People's Commissariat". (RCCHIDNI, f. 17, op. 3, d. 158, l. 2). The draft decree proposed by Lenin was adopted at a meeting of the Politburo on May 14 with the following addition: "Supervision of the precise implementation of these directives to entrust to T. Bokiya and [P. P.] Gorbunov. Their report should be assigned to the Politburo in a month" (ibid., d. 164, fol. 3).

On May 23, the Politburo of the Central Committee of the RCP(b) approved the decision to prohibit the responsible employees of the mission in Poland to carry out propaganda work among the population (see: ibid., d. 173, fol. 2).
