### CORRECTIONS TO THE RESOLUTION ON THE NEW ECONOMIC POLICY

- The reference is to the decree on the exchange fund for workers and employees, introduced to the Politburo by Larin and the All-Russian Central Council of Trade Unions (VTsSPS); the decree was rejected at the meeting on May 10, 1921, and the authors were asked to revise the project concerning tariff policy from the perspective of "the possibility of ensuring real food supply for the minimum number of workers."
- Additionally, the Central Committee instructed the Presidium of VTsSPS, together with V. P. Milyutin and N. P. Bryukhanov, to develop theses on this issue based on the directives of the Central Committee.

### CORRECTIONS TO THE DRAFT RESOLUTION ON THE NEW ECONOMIC POLICY

[1. — The fundamental political task of the moment is the complete assimilation and precise implementation of the new economic policy by all party and Soviet workers. The party recognizes this policy as established for a long period, measured in years, and demands that it be carried out with absolute thoroughness and conscientiousness.
2. — Barter is placed at the forefront as the main lever of the new economic policy. Proper relations between the proletariat and the peasantry, creating a fully stable form of economic union between these two classes during the transition from capitalism to socialism, cannot be achieved without establishing systematic barter or product exchange between industry and agriculture.
In particular, the implementation of barter is necessary as a stimulus for expanding peasant sowing and improving peasant agriculture.
The initiative and independence of localities must be supported and developed at all costs.
Provinces with the largest grain surpluses should be recognized as key for conducting barter in them first.
3. Considering cooperation as the main apparatus for conducting barter — recognizing the policy of concluding agreements by the organs of the Commissariat of Food with the organs of cooperation and transferring the latter barter funds for the fulfillment of tasks of state power and under its control.
Provide cooperation with broad opportunities for procurement and comprehensive development of local industry and the general improvement of economic life.
Support credit operations of cooperation.
Fight against anarchic (i.e., escaping any control and supervision of the state) barter by concentrating barter primarily in the hands of cooperation, without restricting proper free trade.
Market research.
4. Support for small and medium (private and cooperative) enterprises, primarily those that do not require supplies from state stocks of raw materials, fuel, and food.
Allowing the leasing of state enterprises

5. Responsibility of central institutions for hindering local initiatives and insufficient support for them.

9. Concentration of all the above measures on the practical and urgent task of the current year: to collect no less than 400 million poods of grain as a base for the restoration of large industry and the implementation of the electrification plan.
10. Accept in principle the draft order (VTsIK), instructing the VTsIK faction to turn it into law. Recognize as an unconditional and top-priority task of the party to achieve the strictest execution of this order and, in particular, to involve non-party members in work.
11. The conference entrusts the Central Committee and all party organizations to systematically carry out a series of measures to strengthen agitation and propaganda for the full clarification and wide implementation of all the above tasks.
