Report of the Komissiya. Gaevsky (of the Central Committee of the Union of Construction Workers)

1/2 was already reached when I arrived (agreement).

It was quite settled, having clarified minor issues (distribution of clothing, etc.).

Both (Commissars Dmitriev and Tsyurupa) must stay.

Deserters used to be in [quite] large numbers, and with their disbandment the disipliness has fallen somewhat.

{ [There was friction between the head [committee], party] organizations and Tsyurupa.{ It was reported to the Central Committee of the Russian Communist Party (when?) that it was impossible to work with Tsyurupa.{ "The Comissia was organized and decided to leave Tsyurupa and appointed Dmitriev from the Comissia (commissar for the political part), because Tsyurupa was oppressing the political organizations.

The facts presented to them were weighty: the enterprise would not let an elected person to the conference.

Dmitriev was put (when?). (2 months [months] ago).

There were frictions, but "rather petty"..... Dmitriv accused Tsyurupa of failing to fulfill his obligations. Tsyurupa de govor]ried that there was no need for a commissar.

In my opinion, both (Dmitriev and Tsyurupa) were inflaming the case.

Agreement: all orderly functions are in the hands of the chief engineer. The administrative functions are taken away from the committee. The committee participates in the discussion of all administrative and economic issues, but does not dispose of them. The two of us sign circular orders, not circular1* - verbally. He (commissar) must sign everything. The commissar appeals, but does not suspend, if he does not agree to sign. There were strikes: 2* IV 1921, both after the appointment of the commissar (2 days each), and before that there were no strikes. ("All-Russian Tariff and Norms Bureau" approved Tsyurupin's position).

(Gaevsky finds that the administration was nevertheless to blame for the strike. It was possible not to bring it to a strike. Workers were not given bonuses, employees were).

The Central Committee of the SSR is "a little bit to blame" for giving money for the tools.

Proposals: Bogdanov: to destroy the commissar and (as a

+4 wanted to keep the political commissar.

+5 Gaevsky and the CC of the SSR: leave the komissara, kak now.

1The published notes were made by V.I.Lenin at a joint meeting of the Presidium of the Supreme Council of the National Economy and the Central Committee of the Construction Workers' Trade Union on May 9, 1921, when discussing the conflict between the factory committee and party organizations of the construction of the Kashira thermal power plant, on the one hand, and the chief engineer of the construction, G.D.Tsyurupa, on the other.

Construction of the district thermal power plant was started in March 1919. The first stage of the station was launched on May 1, 1922. It was located 3 kilometers from the railway station Kashira, Moscow province.
