1 B. I. Goldberg — party member since 1902. In 1921 — deputy chairman of the Main Committee of State Construction, then plenipotentiary of the Revolutionary Military Council of the Republic in the Commissariat of Foreign Trade.

2 V. V. Kuybushev — outstanding figure of the Communist Party and the Soviet state. Party member since 1904. Active participant in the October Socialist Revolution. At this time — member of the presidium of the Supreme Council of the National Economy and chief of the Main Electricity Administration.

3 Algamba — abbreviated name for the construction of the railway branch Aleksandrov Gai — Emba and an oil pipeline, which was supposed to connect the Emba oil fields with the Urals and Saratov. On April 15, 1921, at a session of the Council of Labor and Defense the question was raised of halting the construction, due to the fact that its remoteness required large expenditures for the delivery of materials, equipment, and provisions. The Council of Labor and Defense approved the draft resolution proposed by Lenin (see Collected Works, vol. 43, p. 202). On April 29, the Council of Labor and Defense adopted a decision on the discontinuation of the oil pipeline construction, and on May 6 it resolved to transfer the construction of the Aleksandrov Gai — Emba railway from shock-work tempo to normal tempo. At the same session of the Council of Labor and Defense it was decided to organize a commission to inspect the railway construction. The draft of the commission's assignment was written by Lenin and approved by the Council of Labor and Defense on May 11 (see ibid., vol. 43, p. 259 and vol. 52, p. 219).

On May 17, 1921, the Politburo of the Central Committee of the RCP(b) approved L. M. Khinchuk as chairman of the Central Union, releasing him from work in the Commissariat of Enlightenment.
