It turns out (I’ve only just learned this), there is a Sovnarkom Rest Home (a dacha), which is currently under the administration of the Sovnarkom’s Administrative Department¹.

I fear this may give rise to complaints. I ask the Organizational Bureau to examine this matter carefully. Perhaps it would be more rational to simply designate the rest home by its number—“Rest Home No. Nine”—and appoint one representative from the Moscow Sovdep¹, one from the People’s Commissariat for Food Supply¹*, and one from the Administrative Department of the Council of People’s Commissars. Otherwise, I am concerned that we may face criticism.

It is imperative to coordinate this with Kamenev.

V.I. Lenin learned about the subordination of the Sovnarkom Rest Home to the Administrative Department of the Council of People’s Commissars of the RSFSR from a memorandum submitted by T.V. Sapronov, Chairman of the Main Committee for State Construction under the VSNKh: “The Sovnarkom Rest Home was so designated by a resolution of the Small Council—and, if I am not mistaken, by a resolution of the Organizational Bureau in its former composition. It serves as a retreat for people’s commissars and members of collegia. Personally, I had proposed transferring it to the jurisdiction of the Health Department; this suggestion was rejected, and now it remains under the administration of the Administrative Department of the Council of People’s Commissars” (RGASPI, Fund 2, Inventory 1, File 18552, p. 2).

In May 1921, this issue was not considered by the Organizational Bureau of the Central Committee of the RCP(b).
