In view of the critical state of supply to the center due to the cessation of loading in the North Caucasus by order, under the responsibility of the Sibrevkom and Sibprodcom, it is proposed to send three million poods of grain to the center during the month of May.

By agreement with Comrade Kaganovich, the following plan for the execution of the consignment is proposed: first, until the opening of navigation, to load grain at all railway stations, including those intended for water transport - Semipalatinsk, Novo-Nikolayevsk. Second, upon the opening of navigation, to first bring grain for loading to the center, altering the previously prepared transport plan.

Third, immediately to begin grain procurement in areas close to the railways through barter, using goods available in Siberia, at the expense of those already loaded and sent from the center to Siberia in recent days. Fourth, the following districts are recommended: Petropavlovsky, Slavgorodsky, Novo-Nikolayevsky, Barnaulsky. Fifth, the dispatch to the center in accordance with points one and two will be two million poods, and according to point three, one million. Sixth, procurement through barter in the specified and other districts, with a view to preventing speculation, should be carried out without canceling the requisition 473.
