The resolution of the STO adopted on this question was undoubtedly formulated by Lenin.

1 On the evening of 10 February, a session of the grain commission of the STO took place, which examined the question of the prospects for grain supply to Petrograd and Moscow. The data on deliveries presented by NKPS and NKP diverged. The Deputy People's Commissar of Railways V. V. Fomin and the Deputy People's Commissar of Food A. B. Khalatov handed Lenin notes substantiating their figures (arch. M 6243, 6244).
In his calculations for the supply of Petrograd and Moscow, Lenin used both notes and, in addition, the summary of the People's Commissariat for Food of 9 February 1921.
(The plan was not achieved).
The form of the summary on the progress of deliveries, written by Lenin on the same sheet of paper, is an independent document and is printed below separately.

1 The question of combating banditry during February 1921 repeatedly appeared on the agenda of the STO, the Organising Bureau and the Political Bureau of the CC RCP. The situation in Tambov province, where Antonov's gangs were operating, was particularly threatening. The situation was complicated by the fact that banditry in Tambov province hindered the delivery of grain from the South-Eastern railway to the centre.
On 14 February, in connection with the early removal of the requisition in Tambov province, the secretary of the Tambov provincial committee N. M. Nemtsov was summoned to report to Lenin. In the evening of the same day, Lenin received a delegation of peasants from Tambov province, the conversation with whom is reflected in the notes printed above.
