I request you to study the enclosed draft of general provisions for a concession to the West-European Workers' Cooperative for processing food raw materials in Siberia and the explanatory note thereto, drawn up by S. M. Glikin, and, in agreement with the Supreme Council of the National Economy and the People's Commissariat for Food, to submit to the Council of Labour and Defence by the session of 22 April a report on the substance of this draft and a draft decree of the Council of Labour and Defence on the concrete measures which should be taken to implement Glikin's proposals, should they be deemed expedient and useful.

# TELEPHONE MESSAGE TO P. A. BOGDANOV ON THE URQUHART CONCESSION

I request you to instruct Tankhilevich, who works in the concession commission, to prepare a brief summary of data on the Urquhart or Erkhart concessions, namely: 1) what area, how many desyatinas are being granted in the concession, 2) what share of production was in these concessions, and to append or precisely indicate this statistical compendium. Indicate the share of production separately for copper, gold, silver, zinc and lead. Please inform me when these data and materials can be delivered to me.
