¹ Written on a report by G. V. Chicherin addressed to the Central Committee of the RCP(b). The report set forth measures necessary for establishing connections with Abyssinia (Ethiopia).
² For Chicherin's proposal other members of the Politburo also spoke in favor.
Diplomatic relations with Abyssinia at that time were not established. In 1924 negotiations on establishing diplomatic relations with Abyssinia were renewed, but on this occasion too they were not established.
Diplomatic relations between Soviet Russia and Abyssinia were established in 1943.

¹ The matter concerns a reply from the Politburo to the representative of the Central Union in Germany V. L. Kopp regarding agreement in principle with his proposal to enter into preliminary trade negotiations with German industrialists; it was proposed to act jointly with B. S. Stomonyakov and it was emphasized that "no decision should be taken without prior approval from Moscow."
