To All Regional Economic Councils

I propose:

1) to send without delay to the Management of Affairs of the Council of Labor and Defense the protocols of the Economic Council sessions in three copies;

2) to attach to the protocols of the Economic Councils copies of all materials on the basis of which the question was decided (written reports, theses, etc.), as well as complete stenographic reports of sessions, if they are being kept;

3) to send to the Management of Affairs of the Council of Labor and Defense in three copies the economic journals and newspapers published both by the Economic Council and by individual economic organs.

In the files of the Council of Labor and Defense there is not a single protocol of the session of the Ural Regional Economic Council, the Council of the Labor Army I. I propose that you urgently send to the Council of Labor and Defense all protocols with complete annexation of materials: economic resolutions from January 1, 1921. In the future send without delay.

FROM A MEMORANDUM OF THE ASSISTANT DIRECTOR OF THE MANAGEMENT OF AFFAIRS OF THE COUNCIL OF PEOPLE'S COMMISSARS AND THE COUNCIL OF LABOR AND DEFENSE*

May 16, 1921

1) To maintain liaison with the Regional Economic Councils and to monitor through telegrams, materials, and protocols received from them their work, periodically informing the Chairman of the Council of Labor and Defense of the results of their work and their fulfillment of the assignments of the Council of Labor and Defense, and also to provide them, with the knowledge of comrade Lenin, or by agreement with the corresponding People's Commissariats, clarifications and instructions on arising questions.

2) To review the protocols and materials of the provincial Economic Councils from the standpoint of checking the execution of the resolutions and general directives of the Council of Labor and Defense, to follow in detail the work of the most important typical provincial Economic Councils, a list of which should be submitted for the approval of comrade Lenin.
