I propose that you immediately conduct a precise and complete investigation,
establish the guilty parties, and give me the material. It is necessary to review
and re-establish the work schedule of the office.

For several days now, Comrade Koshko, who has 2 mandates — one from
the Central Commission under the Presidium of the Moscow Soviet on the cessation
of all illegal distributions, and the other — from the Moscow Workers' and Peasants'
Inspection — has been occupying himself with walking around the premises belonging
to the Central Statistical Directorate, and sealing premises
where shoes and clothing are stored, intended for supplying
employees of the Central Statistical Directorate . . .
...Comrade Lyapesov, to whom I addressed a letter, informed me that
he had issued an order to remove the seals. But this has not yet been done; moreover, today Comrade Koshko and his comrades sealed
the premises where my personal belongings are located...

Please, talk to Lyapessov, find out and achieve liquidation.

Directorate, P. Popov, written on April 27. A note by the secretary
on the execution of the assignment was made on April 28.
