1 The draft circular letter to party organizations was written by Lenin, apparently at the end of April 1921, since the question of non-party conferences was raised in the Central Committee on April 27, 1921; the letter on this question, which was based on Lenin's draft, is dated May 1, 1921.

The content of the Central Committee letter "On Attitude Toward Non-party Workers" was set forth in the "Report of the Central Committee of the RCP for the period from March 15 to May 1, 1921" ("News of the Central Committee of the RCP" No. 31, July 20, 1921), the full letter was published in the "Herald of Agitation and Propaganda" No. 11-12, May 25, [1921].
