At the C.P.C. sitting on April 26, 1921, the report on promoting
the fisheries campaign was given by Deputy People’s Commissar
for Food, N. P. Bryukhanov. The C.P.C. decisions ensured
the swift movement of goods for the Central Administration of
the Fishing Industry (Glavryba) and authorised it (with the
knowledge of the People’s Commissariat for Food) to refer its problems
directly to the C.P.C. and the C.L.D. A commission, consisting of
representatives of the People’s Commissariat for Food, the
All-Russia Central T.U.C., the Central Union of Consumers’ Societies,
the People’s Commissariat for Foreign Trade and Glavryba, was
set up to examine the question of developing the fishing industry
and drawing up a plan for a fish procurement campaign.
