In view of the extreme urgency of the issue of measures to combat
the drought, I ask you to convene immediately a conference of repre-
sentatives of the interested People's Commissariats, so that the draft
decree could be submitted, in a developed and agreed form, no later than Wednesday, April 27, 1921, to the STO*.

FACTORY

The first batch in the amount of about 17 poods at the Kamenskaia state paper
factory, April 22, 1921.

hemp tow 60% cotton 30% wood 10% a negligible amount of asbestos.

The paper was made: without sizing, the hemp tow was undercooked, unbleached,
and overground due to faults in the factory's equipment.
