1 The document is written on a letter from the secretary of the Grozny District Party Committee, G. Rogachev, dated March 22, 1921, requesting assistance in matters of party and Soviet construction in connection with the formation of the Gorsky Autonomous Soviet Socialist Republic in improving the situation of workers and supplying the Grozny district with means of transportation.

In April 1921, I. V. Stalin informed V. I. Lenin that there was no need to raise the issues Rogachev touched upon in his letter in either the Organizational Bureau or the Politburo of the Central Committee of the RCP(b), since the most important of them had either already been resolved (concerning the non-eviction of Cossacks from the villages of the Gorsky Republic) or could be resolved by the Gorsky Republic itself. Stalin proposed that the request to supply the Grozny District with motor transport should be satisfied through the Secretariat of the Central Committee.

NOTES DURING A CONVERSATION
WITH PEASANTS OF SAMARA GOVERNORATE 1
[April 20, 1921]
1) Order No. 93
(to leave 1 pood per month per person)
2) Order No. 1 (canceled Order No. 93)
in January 1921 "Izvestia of the Samara Governorate (signed by Osinsky)
Union of Consumer Societies" (1920, No. 1) 1. X. 1920.
All employees of the Koshkinsky District Food Committee
of Samara Uyezd received 1000 poods of spring grain for sowing
(in III 1921).
They are 15 versts north of Koshkino. Teneevskaya Volost,
Teneevo village.
1 The notes were made during the reception of peasants from the village of Teneevo, Teneevskaya Volost, Samara Governorate, F. Ivanov and N. Germanov, on the issue of the food situation and the actions of the local authorities. The peasants handed over to V. I. Lenin No. 1 of the magazine "Izvestia of the Samara Governorate Union of Consumer Societies" dated October 1, 1920, with published Order No. 1 (signed by the chairman of the Governorate Interdepartmental Meeting, Osinsky), which canceled Order No. 93 on the norms of bread left for consumption by the rural population, and noted that this norm "will be established by the Volost Executive Committee only after the state assessment has been fulfilled." The peasants asked for seeds to be allocated to them for sowing. At their request, V. I. Lenin took appropriate measures. The certificate issued to the peasants by the reception office of the Council of People's Commissars indicated that they were with Lenin "on state business." On a copy of No. 1 of the magazine "Izvestia of the Samara Governorate Union of Consumer Societies" for 1920, Lenin made a note: "Return to the Teneevo residents through Sokolov."
