Comrades! I am very sorry that I was unable to come to Petrograd at your suggestion. I heartily greet the non-Party conference and your work.
2. It is precisely now, when the bourgeoisie of the whole world is conducting an unprecedented campaign of lies against Soviet Russia, trying to disrupt our trade agreements with foreign countries, it is precisely now that the help of the non-Party masses, cooperation with them, is especially important. Workers and peasants have begun to understand after the Kronstadt events better than before that any shift of power in Russia is for the benefit of the White Guards; it is not for nothing that Milyukov and all the intelligent leaders of the bourgeoisie welcomed the Kronstadt slogan of “Soviets without Bolsheviks.”
I send greetings to the non-Party conference, I wish you every success in your work, and in particular, I ask you to pay attention to the need to single out now and to promote [systematically] constantly more non-Party workers and peasants to the work of economic construction. A regional economic center has been created in Petrograd.
We must lean on the work harder.
Local workers receive more rights, more initiative. The non-Party members must take up the work and give people and more.
