Rostov-on-Don. To Frumkin,

copy to R. N.* Markov

The formation of shock routes is proceeding extremely unsatisfactorily. Instead of the seventy wagons per day that should have been transferred, only four shock routes have been provided during the nine days of April. I draw attention to the extremely insignificant number of grain routes on the Southeastern Railway: as of April 8, only five in total. I demand that all shortfalls to the Centre under my telegram No. 242 be made up in the very next few days, and that henceforth the combat assignment be carried out accurately, unconditionally, and exactly on time. I warn you: your correspondence with the People's Commissariat for Food does not give you the right to suspend execution of the assignment or to reduce its size. Acknowledge receipt.
