I request you to convene a meeting of the named People's Commissars (or specially authorized persons by them) on the issue of rehabilitating factories and plants by reducing the number of dependents and non-productive workers (from peasants, mobilized soldiers, etc.); food rations should be preserved for each enterprise for a certain period in the previous amount to increase labor productivity. The deadline for the completion of the meeting's work should be short, specifically: it is desirable to submit to the Politburo of the Central Committee by Tuesday, 5/IV 1921, in the morning (by 12 o'clock). The convening is under Comrade Schmidt.

All points of the resolution that did not cause disagreements within the commission created by Lenin were approved by the Sovnarkom. On the contentious issue of bread supply to Ivanovo-Voznesensk, it was decided to allocate 100 wagons. The second contentious issue regarding the supply of trucks and cars to Ivanovo-Voznesensk was also resolved on April 12. By a special order of the Sovnarkom, within 3 days, VSNKh and its Moscow organs were to transfer 20 serviceable vehicles to the Ivanovo-Voznesensk provincial executive committee. Supervision of the implementation of the Sovnarkom resolution of April 12 on the provision of trucks to Ivanovo-Voznesensk was entrusted to the Cheka on April 19.
