Consult most urgently with Avanesov
3 and the Chairman of Glavleskom, cancel (with them)
this decision of the Astrakhan authorities and raise in the STO the question
of prosecuting them.

1 Ordzhonikidze G. K. (member of the Caucasian Bureau of the RCP Central Committee and secretary of the Transcaucasian Regional Party Committee) on April 7 telegraphed Lenin about the liquidation of a strike in Baku, which arose in connection with the reduction of the bread ration, and about the possibility of new strikes due to the exceptionally severe food situation. On the reverse of the telegram, member of the Presidium of the People's Commissariat for Food A. Khalatov informed Lenin of the measures he had taken to supply Georgia and Armenia. In addition, on the same day, having received a telegram from M. I. Frumkin reporting increased supplies to Azerbaijan, A. Khalatov informed Lenin of this in a separate note.
* Frumkin M. I. — was at that time in Rostov-on-Don as deputy chairman of the Regional Economic Council.
8 Avanesov V. A. — member of the Presidium of the Council of Labour and Defence.
4 Ordzhonikidze G. K. by telegram of May 31 informed Lenin that, by a decision of the Astrakhan Provincial Executive Committee of May 20, the loading of timber for the Oil Committee had been stopped, and demanded the prosecution of those responsible.
