The sowing campaign has begun. Its outcome, as well as the magnitude of the harvest, will determine the grain and fodder resources of the Republic for the coming year and will affect the entire economic life of the country. Immediately, through the provincial statistical bureaus, set in motion work to clarify the scale of sown acreage, the quantity of livestock in the current year, as well as continuous statistical observation of the condition of crops and grasses, the results of which must be reported twice monthly, urgently, to the Central Statistical Administration for a report to the Council of People's Commissars.

Instructions regarding the methods and deadlines for conducting the aforementioned work have been issued to all provincial statistical bureaus by circulars of the Central Statistical Administration Nos. 893 and 895.

Under your personal responsibility, take all measures to assist the provincial statistical bureau in the urgent fulfillment of these assignments, permitting not a single day's delay in the deadlines.

On the basis of your reports, the workers' and peasants' government must, at the precisely appointed deadline, establish the rates of the produce tax, so that any delay in reports from your province will impede the systematic work of the government in the sphere of organizing agricultural production, food supply, and organizing the produce tax.
