As for imports into impoverished Russia, they ought to be encouraged rather than hindered.

¹ On 1 March 1921, Lenin sent a note to the Small SNK proposing reconsideration of the decision adopted by the Small SNK on 2 March (protocol 640, item 11) on the question of restricting the import of articles of personal use by workers-reemigrants. On the same day, the Small SNK reconsidered its decision, expanding the range of articles permitted for import (protocol 641, item 1).
