1. The concessionaire is obligated to improve the situation of those employed in concession enterprises (compared to other workers employed in similar enterprises in the same locality) to the average foreign standard.
2. The lower productivity of the Russian worker is taken into account, and a revision of the productivity standard of the Russian worker is foreseen, as possible, depending on his achieving better living conditions.
3. The concessionaire is obligated to bring to the workers employed in concession enterprises the necessary items for their life from abroad, selling them to the workers at no higher than cost price plus a certain percentage of overhead expenses.
4. In this case, the concessionaire is obligated, if the government of the RSFSR requires it, to bring, in addition to what he brings for the workers employed in concession enterprises, another 50-100% of this quantity, giving this to the government of the RSFSR for a fee of the same amount (cost price plus a certain percentage of overhead expenses). The government of the RSFSR has the right to pay this fee with a share of the product extracted by the concessionaire (i.e., deduct from its share allocation).
5. The concessionaire is obligated to observe the laws of the RSFSR and, in particular, regarding the conditions of labor, terms of payment, etc., to enter into an agreement with trade unions; (if the concessionaire requests, we agree to add that in such agreements the standard of the average American or Western European worker is obligatory for both parties).
6. The concessionaire is obligated to strictly observe scientific technical rules corresponding to Russian and foreign legislation (details in each contract).
7. A rule analogous to paragraph 4 is established regarding equipment brought by the concessionaire from abroad.
8. The question of paying workers employed in concession enterprises wages in foreign currency or special bonds, or Soviet money, etc., is determined by a special agreement in each contract.
9. The conditions of hiring, material life, and remuneration of foreign qualified workers and employees are provided for by the free agreement of the concessionaire with the specified category of employees and workers. Trade unions do not have the right to demand the application of Russian tariff rates to such workers, as well as Russian hiring rules. The percentage ratio of the number of foreign workers and employees to Russian workers, both in the total amount and within individual categories, is established by agreement of the parties when concluding each concession agreement separately.
10. The concessionaire may be granted the right, by agreement with the government bodies of the RSFSR, to invite highly qualified specialists from among Russian citizens; the conditions of hiring in each individual case must be agreed with the central authorities.
