AGREEMENTS
(DRAFT)*

To Rykov.

[Between 22 and 28 March 1921]

1. The concessionaire shall be obligated to improve the situation of his workers (in comparison with Russian workers) to the average foreign norm.

2. Account is taken in this case of the lower productivity of Russian labor, but he is given the opportunity to catch up with the foreign level through increased consumption and improvement of living conditions.

3. The concessionaire is obligated to bring his workers the necessary articles for their life from abroad, selling them to the workers at no higher than cost price + 10% overhead.

4. In addition, the concessionaire is obligated to bring, beyond what he imports for his own workers, 50—100% of that quantity, supplying this to the government of the R.S.F.S.R. for payment of the same magnitude (cost price + 10%). The government of the R.S.F.S.R. has the right to make this payment in the form of a share of the product extracted by the concessionaire (i.e., to deduct it from its own share allocation).

5. The concessionaire is obligated to observe the laws of the R.S.F.S.R. and, in particular, with respect to working conditions, payment periods and so forth, to enter into agreement with the trade unions. The Russian trade unions have no right to demand more than foreign workers receive.

6. The concessionaire is obligated to strictly observe scientific technical rules corresponding to Russian and foreign legislation. (Details in each individual agreement.)

7. An analogous to points 4 and 6 rule is established with respect to equipment brought in from abroad by the concessionaire.
