Shouldn’t Artem— plus 3–4–5 new members, up to and including
unaffiliated workers— be given special attention by the Moscow Committee (through agitation and other means) until June 15?
1 It appears that this note was drafted during the March 25, 1921, meeting of the Politburo of the Central Committee, at which the question “On the Situation in Moscow” was discussed—and among the various measures proposed to ease the political situation, agitational activities were specifically outlined.
