I remind you of the promise you gave me yesterday over the telephone: to commission Glavneft' to prepare for me a brief memorandum on oil tanks (the total number of serviceable oil tanks on the entire railway network minus those occupied of necessity on other routes, for example, from the Volga to Moscow, excluding the South-Eastern lines. The difference—how many tanks can and ought to transport oil from Grozny (and Baku) to Moscow. How many actually transport it).

It would be good (but not obligatory) to append a draft resolution of STO on the complete and proper utilization of oil tanks.¹⁶⁷
