I have discovered that Comrade Nemits* was forced to wait for 3½ hours at the Council of Defense to no avail, as his matter was not heard.  
I consider this unacceptable and propose that henceforth, through telephone and secretarial means of the Military Department and the Council of Defense, such arrangements be made that Comrade Nemits (in consideration of his illness) is notified just minutes beforehand and provided with automobile transport.
