It is proposed [in the] order of a military order to take decisive measures [to] steadfastly carry out [in] time the mobilization [for] the Astrakhan oblastryba of 3,000 men, 8,000 women [according to] the decree of the Glavkomtrud [of] December 11, 1920 completely without any changes. Execution is [on] your responsibility. [On] the progress of mobilization, report weekly [to] the Glavkomtrud.

1The text of the telegram was prepared by the People's Commissariat for Food and the Main Committee for General Labor Conscription (Glavkomtrud). After being signed by Lenin, the telegram was sent to Tsaritsyn on March 25, 1921 at 22 hours and 10 minutes. Similar telegrams were sent to the Kirghiz and Kalmyk Central Executive Committees, the labor committees of the Astrakhan and Saratov provinces to mobilize 46,500 people for the Astrakhan Oblast.
