Comrade Sklyanskii, I have discovered that Comrade Nemitz was forced to wait 3½ hours in the Council of Defense and for nothing, since his question was not heard.

I find this improper and propose that henceforth, by means of the telephone and secretarial apparatus of the Military Department and the Council of Defense, such a connection be established so that Comrade Nemitz is informed several minutes in advance and arrives (given his illness) by automobile.
