TELEGRAM TO ALL FRONT COMMANDERS AND TROOP COMMANDERS OF DISTRICTS

The resolution of the Eighth Congress of Soviets requires all organs of the Republic to make the greatest effort and use all means for the needs of the sowing campaign. Take immediate and practical measures to assist the land organs, in particular: 1) ascertain and transfer to the land organs all agricultural inventory, all materials, metals, tools, not needed by military institutions and necessary for urgent tasks in repair workshops; 2) transfer to the land organs all tractor property without harming the interests of military units; 3) provide for the needs of the sowing campaign and urgent transfers of seeds, machines, and fertilizers, horse-drawn and motor transport, and military force, but without detriment to the troops, especially field troops. Report on the measures taken by telegram to the Revolutionary Military Council, with a copy to the People's Commissariat for Land Supply.

LETTER TO THE PEOPLE'S COMMISSARIAT FOR EDUCATION
To the Head of Glavprofobr
April 17, 1921
From some of your remarks today, it was evident that you consider the decision of the Politburo regarding professors to be a mistake.
I fear there is a misunderstanding here. I fear you are interpreting the decision inaccurately.
That Kalinnikov (is that right?)—is a reactionary—I readily admit. There are also malicious Cadets there, undoubtedly. But they must be exposed differently. And exposed on specific grounds. Give such an assignment to Kozmin (but he is not very smart: be careful with him): expose on a precise fact, action, or statement. Then we will imprison for a month, for a year. He will be taught a lesson.
The same with the malicious Cadet.
The same if they slandered the class enemy Ignatov (? Is that right? I do not know him).
Prepare the material, verify, expose, and condemn before everyone, and punish as an example.
A military specialist is caught in treachery. But all military specialists have been recruited and are working. Lunacharsky and Pokrovsky do not know how to "catch" their specialists and, being angry with themselves, vent their anger indiscriminately.
This is Pokrovsky's mistake. And perhaps our disagreements are not so great.
The worst thing in the People's Commissariat for Education is the lack of system, consistency; the youth cells are "let loose" and behave disgracefully.
To develop methods for "catching" specialists and punishing them, catching and training youth cells in the People's Commissariat for Education, they have not yet learned.
